Multiple symptoms: At your age an autonomic nervous system disease is highly unlikely unless you have had some type of trauma or prior nervous system disease.  All these symptoms could be simply dehydration.  Try drinking 4 glasses (8 oz each) of watch and wait a few minutes and see how you feel.  Your urine should be clear and not yellow. Dry Dick Syndrome: Do you have calluses on your palms...?Or, have you been shaving down there or using different soaps or other stuff?Most lotions have some kind of acid in them (lactic, glycolic, etc)so might burn if the skin is chafed or cut. Also what have you been putting your"dick"into? Saliva can irritate sensitive skin.Other tight spots might irritate it.Anyways,give it a rest and just use a neutral cream

Which kind?: As long as it does not irritate your penis, it should be ok.  The anti-itch formula may irritate the tip of the penis however if applied accidentally. But why?

Perhaps : Perhaps you have seborrheic dermatitis?  This is a common condition this time of year and if typically found on the scalp or face.  On the face, it is seen as red, scaly areas on the forehead, between the eyebrows (or on the middle part of the eyebrows), and beside the nose.  Typical treatment would be Ketoconazole Cream and/or desonide cream which can prescribed by a dermatologist.  Otc options might include Cortaid (hydrocortisone) which can help some patients. See dermatologist: Sounds like an irritant contact dermatitis, or if she is ill with a cold virus, she might have theses skin findings also. See dermatologist. Perhaps cold water soaks for 20-15 mins might be helpful , followed by the application of an otc hydrocortisone cream until she is evaluated by the dermatologist

Not necessarily: You really need to look for ingredients suitable for you. In other words avoid products that you may be allergic to and capitalize on those your body likes. Avoid the harsh chemicals (phthalates, mineral oil, petrolatum, parabens, synthetic dyes and parfume). As a compounding pharmacist, we could make gender specific lotion formulations with the consent of your doctor; employing female hormones.

Vanicream: I really like Vanicream but Cetaphil, Eucerin and Cerave are all good options. In addition avoid long hot showers and harsh and drying cleansers like Ivory, Irish Spring, or Lever 2000. Apply fragrance-free moisturizer like Vanicream immediately after shower to damp skin. For break-through itch Sarna lotion can be added.

Several good ones: There are many good moisturizers, I am sure, but lubriderm and eucerin are couple that i know of. Apply them after bathing or showering (and drying off) to hold in the moisture.
