my eyelids are itchy, dry, wrinkly and swollen. been like this on and off for past 6 mos. never had issues before. i'm 29 years old. what would cause?

Contact allergy: If your eyeballs are not involved, your problem may be from a contact allergy to something you have used on your face especially eye makeups. Touching the lids before the nail polish has totally dried up  or using a rubber applicator when you are allergic to latex may be potential allergens as well. If you have a condition known as rosacea, this may involve the lids.  See Dermatologist.

Get checked: Perhaps your doctor can confirm the eczema or perhaps a very bad allergy or infection. I would recommend a face to face encounter

Gently: If the hydrocortisone is very lightly applied and does not contact or flow into the eyes, you can safely use it on the skin.  Long term use can thin the eyelid skin and cause vascular prominence, but what you are describing is short term and should not cause any problems.

Blepharitis: Sounds like chronic blepharitis, allergy and possible secondary bacterial infection,  meibomian gland disease, oily eye lashes, could be molluscum contagiosum. You need lid hygiene, warm compresses, artificial tears, allergy drops, antibiotic drops and a visit to your local medical eye care specialist/ Ophthalmologist for confirmation and treatment.

Itchy rash: I am more worried about your swollen eye than anything else, you need to seek immediate medical help as this reaction may progress. You may have reacted to a topical lotion you applied or it could be unrelated.

Allergy : The most common cause of itching is allergies.  You can try cold compresses and otc zaditor (ketotifen) 2x/day. Your eye md can prescribe even stronger topical anti-histamines if this doesn't work.
