Doubt a problem:  I doubt this is the problem but why did you have the procedure? This is something you can discuss with your physician if you're not having any symptoms there's probably little to worry about. If you had symptoms I would wonder about a blood clot and obstruction or a kidney stone then moved and obstruction.

See a urologist: It may not be from radiation. It may be prostate enlargement. It may be scar tissue if you had a catheter for your surgery. Best bet is an evaluation with cystoscopy from a urologist.

Possible: Atrovent (ipratropium) (ipratroprium) has been available for quite a long while.  It has a low side effect profile.   Although i can't say for sure it very unlikely that after 10 years you will begin to have any secondary effects. Like any anti-cholinergic medicine it can cause urinary retention. This is much more common in men, especially if they have protate hyper trophy.  There are other meds you can switch.

Depends...: Decreased urine flow can be caused by obstruction or decreased bladder function.  In men, the most common obstructive problem is usually bph.  In women prolapse is most common.  Diseases such as diabetes or ms can also affect the bladder and make it difficult to urinate.  Talk to your doctor about your problem, you may need a referral to see a urologist.

Alpha blocker: Alpha blocker medications relax the muscles around the prostate allowing the urine to flow normally.  Finasteride or similar medications can help shrink the prostate tissue to improve urinary flow.  This assumes that the bladder is functioning normally and that the problem with urine flow is obstruction secondary to an enlarged prostate.  A visit with your doctor can help.
