Not all do: Foot doctors do, but they test at back of foot for achilles and by the knee (patella).
I do not know of any reflex of the toes.
The is a test where the bottom of the foot is stroked and one looks to see if the toes will fan out or not...This is slightly different known as babinski sign or response.

Possible fracture.: If your foot is hurting you, you need to see a podiatrist  and you need to get xrays to rule out a fracture.  If it is a fracture, it needs to be imobileized

Muscle spasm: I have seen such symptoms in women who have had multiple childbirth that have loosened their pelvic girdle joints, causing a body tilted to one side and chronic muscle spasm.  A doctor who specializes in bones and joints might be able to help.

how do you treat a broken toe? how do doctors decide when a broken toe should be left to heal on its own and when it needs medical intervention?

Broken : Broken toes are almost always appropriately treated without surgery, at least at first. There are certain fracture patterns or specific location where a foot bone can break that will not heal readily without a surgery for example. In general though, toe fractures heal well with as little as a hard soled shoe for a few weeks to splint the fracture and protect it while it heals. If the toe that is broken is significantly displaced or angulated because of the fracture, it can be easily realigned by someone comfortable doing so. This could be an orthopaedist or an emergency doctor in some cases. If there is a skin laceration associated with the fracture, or if the bone has come through the skin, this would also be a reason to seek medical attention.

Tandem gait: Just part of a routine neuro evaluation, checking your gait, to see if weakness or dizziness might be something else. Abnormalities in heel to toe walking (aka, tandem gait) may be due to ethanol intoxication, weakness, poor position sense, vertigo and leg tremors.

i have my toes deformed and they hurt. i asked a doctor and he said that the recovery will do worse than the surgery. is that true? another solution?

Podiatrist.: I'm not sure of the specific nature of the deformity in your toes, the specialty of the doctor you mentioned, or what surgery you were discussing. But if a surgeon has advised against surgery, you can either (1) get a second opinion, (2) ask a podiatrist (foot doctor) for treatment, (3) get a custom orthotic to help alleviate the pain in your feet, or (4) all of the above. how real of a symptom is covid toes? how long is this meant to last in patients, and what exactly are the symptoms agreed upon by doctors? the internet has a wide range of info thats a bit contradictory. i am trying to discern if i have this.

COVID Toes: COVID  toes  does occur in some people. It will usually resolve within a few weeks without treatment. It can occur in people with even quite mild illness.  It is discoloration of toes and possibly fingers (pink, redish or bluish). I think that the importance of COVID toes is that it's presence would be a reason to get COVID tested.

Surgery: There are many different hammer toe surgeries based on the severity of the deformity. Some procedures will require bone surgery. Some procedures will require only soft tissue surgery. Best to be evaluated by the surgeon.
