Meniscal tear: Meniscal tears tend to happen with twisting motions of the knee with weightbearing. Sometimes they can be repaired, often the torn part needs to be excised (partial meniscectomy).

Pain, knee giving --: Way under (or buckling under), inability to straighten knee, clicking/popping, tenderness over the affected site. Since these meniscal tears do not heal, arthroscopic surgery with removal of the torn part of the meniscus would be worthwhile & to rid of the acute symptoms you are having.

Possibly: This means the meniscus is torn and a fragment is moving around from its normal position.  If it hurts then arthroscopically have it trimmed. If it hurts to squat, twist, lunge, or do stairs, or get off the toilet or out of chairs then its reasonable to fix it.

Pain, popping: Meniscus tears can cause pain, swelling,  and mechanical symptoms (locking, popping, etc).  The symptoms are often aggravated by activities such as bending, squatting, and pivoting.   Arthroscopy is often recommend if the problem is not responding to nonoperative treatment.

Suture the meniscus: The meniscal root is important in maintaining the function of the meniscus. It is generally fixed by suturing the meniscus to the capsule or bone. This is accomplished arthroscopically.

Meniscal tears: A displaced meniscus tear can cause clicking, catching, and locking.  A displaced tear may be displaced into the center of the joint which will be more symptomatic.  An extruded meniscus is displaced out of the joint and itself does not cause pain but the joint space narrowing can cause pain.  Removal or meniscectomy of an extruded meniscus usually does not relieve pain.

Yes: You can not have a displaced meniscus without it being torn from it's attachment to the rim of the knee joint structures.
