Get checked!: We cannot tell what those bumps are from your description.  Do not put anything on them until you have been examined.  This may be hemorrhoids but there are other possibilities, inc. warts  but only an in-person exam can sort them out. Your doc can do this, as well as order any further tests that may be required and then tell you your best treatment options.

No HPV: It sounds more a hemorrhoids than a condyloma from a HPV. HPV warts don't go away that quickly. If your stools are hard, it is advisable to use Miralax (polyethylene glycol) over the counter.

Could be: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. A wart is a likely finding. If  your are sexually active it would make that more likely. It would be prudent to see your doctor.

Not warts?: You cannot pop out anything from a wart. If you do, then it's not genital warts. Genital warts can return after a month's absence.

Could be: It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. He should see his doctor. 
You should get HPV vaccination.
If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex.

: True warts are rare on the palms. Assuming you are sexually active, syphilis is a real concern for rash involving the palms or the soles of the feet. See a doctor ASAP. For guaranteed quality care, your nearest NHS GUM clinic would be an excellent choice -- but see someone soon and have a syphilis blood test. Good luck.

Mucosal warts: Warts do occur on mucosal surfaces like the lip. And one of the changes that the virus induces is a change in the blood vessels, so it could be red. More often the epithelial changes predominate however and it appears a bit whiter than the surrounds. Still if it persists you should have it seen as there are other things that can cause red raised bumps too.
