Possibilities...: It sounds like you may have chronic bronchitis, a form of copd. Other possible diagnoses include bronchospasm from some other cause, gerd, sinus problems or a combination of factors. Smoking cessation is imperative to decrease airway inflammation. See your doctor for diagnosis since each of these has a different treatment. Your doctor can also help with smoking cessation.

after waking up every morning i spit out phlegm. this is not involuntary or with a cough, i just do it. is it normal to have phlegm every morning?

Normal: It is normal to have phlegm in the morning.  Often, it is related to reflux that occurs at night.  Try to avoid eating meals late at night, or eating right before you go to bed.  Avoid foods that increase reflux risk, and if the symptoms persist you can try trials of acid reducing medication.  If they worsen, see and ENT for evaluation.

every morning i cough up brown phlegm. i don't have a fever. i'm always short of breath and feel heavy in my chest. i don't smoke.

Get checked: Chest heaviness and shortness of breath in a 43yo male could implicate heart disease and you need to be checked for potential risk factors. Mucus is secreted all along the respiratory tract to catch particulates and as a barrier to infection, so some process (irritant exposure, infection, allergy, structural abnormality) is inducing its production. Your symptoms could be due to a variety of causes.  Much depends on the details you can provide such as duration, severity, aggravating/alleviating factors.  Your symptoms could be due to a cold, sinus infection, allergy, acid reflux, tonsillitis, etc.  If your symptoms persist beyond 5-7 days, see your doctor so they can prescribe appropriate treatment.

Morning Phlegm: Think of gravity as your friend during the daytime when all the phlegm drains down but when you lay down at night, gravity is not your friend and those sinuses fill up with fluid. Then you wake up and gravity pulls everything down the back of your throat.

Chronic cough: If a cough persists more than 8 weeks then it’s considered chronic and you need to be evaluated by ENT to make sure it’s not coming from post nasal drip, silent reflux, and if necessary by pulmonologist.

Yes, usually: That is not unusual. Sometimes, coughs from colds can take several days to go away or get better. Obviously, if it gets much worse, or you start coughing up blood, would go see a doc right away. Hope you feel better!
