Why?: Unless you are in a certain type of  beauty contest, why?  Since you are female, i presume that you are asking on behalf of someone else. 
On the other hand, if this hyperpigmentation is a new issue, then you should see an urologist.

Let's talk: If the lesion is from a tight grip, use a looser one with lube & it will fade -- this is better overall to make you adaptable in the future. If you have freckles / natural hyperpigmented spots, many men have them and i'd be surprised to meet a woman who cares. Learn about your body talking with smart guys -- maybe even dad. Your physician can identify a pigmented spot that's worrisome. Cheers.

Med vs laser ..: I am not sure if there is truly a cure, but there are treatments. Depending on the severe and extent (how large an area), bleaching cream such as lustra (hydroquinone) (actually otc) may help..But will re-darken with exposure to the sun. Laser treatments actually destroy the pigment-producing cells and thus more permanent. Would first check with doc to make sure pigmented area/moles not cancerous..Good luck.

ive used hydrocortisone cream and retinol cream for hyperpigmentation on my penis head now im having burning sensation and tingling. this has lasted four months but i only used it four seven days did i cause nerve damage to my penis.

Retinol cream: You may have used the retinol cream for a few days but the after effects of burning can last for several weeks.Fortunately, you did not cause any permanent damage to your penis

Urology question: That is a good question for a urologist - and the doctor will, most likely, need to examine you to see if you need to be circumcised.  You've made it to 29, so i'm guessing you'll be ok, but an exam will be needed to tell you for sure.
