Need to consult MD: Skin tags under your eyes need to be examined by your doctor and you need to have blood test to check your cholesterol checked as it may be related to high cholesterol.These are called xanthomas
if thats the case you will have to be treated for high cholesterol and diet
they can be removed by dermatologists
so consult your doctor.

Post-infection rash: It is not at all unusual to develop urticarial (hives) following viral respiratory tract infections. Your body does lots of different things with its immune system even when you just have a "cold", and some of these immune responses  trigger certain cells in your body to release histamine and cause the itching and rash. Benadryl (diphenhydramine) orally is your best friend here, to settle reaction.

Sharp removal: Tiny, hard white bumps just under the surface of the skin are called milial cysts. They can stay unchanged for years. The best way to remove them is to have your doctor gently unroof them with a needle tip and squeeze out the cyst. They are superficial enough that local anesthesia is rarely necessary.

Need to examine: It is not feasible to provide a meaningful opinion without examining you, however the puffiness under the eyes may be due to excessive intake of salt, try reducing your salt consumption. For dryness use an emollient like Vaseline.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

You are likely experiencing folliculitis or inflammation of the hair in the groin region, or possibly even an extension of that called furunculosis. See a doctor to have topical or oral antibiotics administered for this. You may need a bacterial culture as well.
