Several things: You may need to restrict your salt and fluid intake.  You may need a higher dose of Lasix (furosemide) or change to another loop diuretic. You may need additional diuretics which are complementary to the  lasix (furosemide).  Sometimes lying down and resting after taking the Lasix (furosemide) helps mobilize the fluid.  Please talk to your doctor about it.

You do know that hepatitis C is usually curable today if you can get into a functioning health care system -- consider a foreign country. Many ways: Patients with CHF have no energy level i.e. May not be able to do grocery since walking in the store will bring about shortness of breath. Sexual function is certainly deteriorated and general mood to. Families have to stick together and support the patient who may need oxygen supply and will certainly need no salt diet and control of fluid intake along with taking meds appropriately.
