Depends: there is a lot to this question.  First of all, I would make sure that you see a neurologist for a complete evaluation before exercising.  You may need an MRI of the neck as well.  Once that is done you can move forward with gentle traction, limited exercise.  I would wear a c collar until you are evaluated.  Good luck and I hope you feel better soon.

Not all pain that runs down the arm is from radiculopathy. Joint pain also.

There are many nerves coming off the spinal cord to go down the arms and legs to allow us to move and feel things.   These nerves can be pinched in or around the spine by things like herniated disks and bone spurs from aging, or injury such as stretching the nerve.

The causes are usually from a cervical herniated disc, cervical spinal stenosis, cervical degenerative disc disease, or much rarer conditions like tumor, fracture, or sarcoidosis which can compress or cause damage to cervical nerve roots.  You can try ibuprofen.

Pain, numbness, weakness, and atrophy of muscle may all be signs.

: A local ointment applied over muscles in spasm might temporarily mollify pain and stiffness, but would have little if any effect on nerve compression pain, and would only last a few hours at most.  Therefore, this is a marginal solution.  Consider physical therapy as a more successful approach.
