If no better f/u with MD.

Possibly: Any reaction can occur to any medication is the common mantra that allergists use.  Those blistering rashes are not commonly caused by zyrtec (cetirizine), (cetirizine) it is possible.  I would think that it is probably something other than zyrtec (cetirizine).

Need more info: A 9-month old is still in diapers, so a severe diaper rash is possible.  These can cause blisters and even sores if bad enough.  Candida yeast infection is also often associated.  However, bacterial infections (like bullous impetigo) and even blistering diseases like linear IgA bullous dermatosis are possible; she needs to see her pediatrician and maybe a pedi dermatologist asap.

Blisters on skin: Please see your dermatologist right away.  All blistering rashes need to be evaluated as soon as possible.  There are many things this could be, from viral infections like chickenpox to medication reactions to bug bites.  All need evaluation and treatment.
