Throat closing: Yes it is possible, but in my practice I have noticed that most people who have the sensation of throat closing usually have it as a result of uncontrolled acid reflux disease.

Several: Throat closure can be caused by many things but in the absence of tongue or observed throat swelling, vocal cord dysfunction would be my 1st guess.  In this condition, the person suddenly has problem when breathing in.  There is another condition known as hereditary angioedema which is associated with throat swelling and closure and can be potentially deadly.  Consult an ENT or allergist.

ANXIETY: Sounds like anxiety. So are you asking if aanxiety gives this sensation or if your throat will actually close up?
Your throat should not close up unless you have  another illness like swollen glands or tonsils. The sensation of throat closing is called "globus hystericus", very apropos! you ought to speak to a physician and get an exam done and then get tratment for anxiety either therapy or both.

when my boyfriend tries to swallow food it feels like his throat is closing, he needs water to get the food down. what could cause this? thanks!

Dysphagia : There could be simple reasons like not drinking enough water to keep mucus thin for swallowing, but other issues are possible. It could be related to acid reflux, neurologic swallowing dysfunction,  esophageal stricture,  zenker's diverticulum,  and other issues.  See an ENT doctor.

i currently have some phlegm and a bit of a closed up throat. am i not supposed to eat dairy? i hear it causes phlegm.

Dairy products: and chocolate are foods that commonly produce phlegm.

Yes get treated: In gerd s acid may regurgitate into throat , even laryngeal box causing you symptoms , including hoarseness of voice , get it treated.

: Sinusitis appears likely among others. A focused exam and detailed history would be recommended with your doc or a local urgent care in order to assess for treatment with antibiotics and/or steroids.
