Many Reasons.: This feeling that you are having is actually not all that rare. What is rare however, is rooting out the absolute reason for the feeling. Various neuropathies, entrapments, vitamin and mineral deficiencies, trauma and diabetes have all been blamed. The best advice is to have a specialist exam your toe. The possibility of an ainum, a fibrous  contracture, although rare, must be examined for.

Venous insufficiency: I gather you mean that something is tightly wrapped around your leg.  If so, I would gather your leg is pretty swollen at this time.  If this is also true, then you should try elevating your leg to bring the swelling down and look into compression hoses.  If you don't do so, you might not have sores for now, in due time, you will develop them.

Use a splint: Using a carpal tunnel splint/brace (available without prescription at pharmacies) will immobilize the wrist and help her maintain appropriate wrist position (neutral) while typing. If pain does not resolve or she starts developing hand weakness she should seek physician evaluation.  Evaluation of her workstation is important as positioning while typing is  common reason for this type of problem.
