Venous insufficiency: I gather you mean that something is tightly wrapped around your leg. If so, I would gather your leg is pretty swollen at this time. If this is also true, then you should try elevating your leg to bring the swelling down and look into compression hoses. If you don't do so, you might not have sores for now, in due time, you will develop them.

Venous insufficiency: There are many symptoms related to venous insufficiency and tightness of the lower legs coiuld be one on them especially if you have leg swelling. It is difficult to make a diagnosis based on one symptom. I would recommend that you see a vein specilist for a full venous evaluation.
