Yes: Biotin is safe.  By 'mcg' maybe you are referring to microgram?  That's a unit of measurement, not an ingredient.  If there was another ingredient you had a question about, consider resubmitting the question.

Why so much biotin?: The recommended daily dosage of biotin is 30-100 mcg per day.  There is no benefit to taking such a high daily dose of biotin.  Biotin is a water soluble vitamin- the excess will end up in the urine and possibly into your breastmilk.  I don't recommend taking such a high dose of biotin while breastfeeding.

35 micrograms: Biotin is Vitamin B7.  SO make sure none of your other supplements - Like your Prenatal vitamins (which you should still be taking if you are breastfeeding) - contain B7 (Biotin). The FDA recommends 30 mcg per day, and 35 if Breastfeeding.

Post birth hair loss is a common, and benign process. Your hair is most likely to come back without doing anything specific.

Pregnancy hair loss: It is normal to hair shedding starting about 3-4 months after delivery.  The shedding may be quite dramatic and scary, but it is just your hair returning to its regular state.  Shedding stops after a few months. If shedding is severe, you may need to be tested for iron levels and thyroid function which can also cause hair shedding.

Biotin: Biotin supplements are not contraindicated while breast feeding.  Minimal transfer of supplements to breast milk make this type of supplement harmless.

Possibly safe: Biotin is considered POSSIBLY SAFE and tolerated for hair growth when breastfeeding when used at recommended doseages. Consult with your doctor or your child's doctor for recommended doseages. Also Before taking biotin,  tell your doctor if you are on any medications that are changed by the liver because taking biotin along with these medications might increase their effects and side effects.

Hair loss : Hair loss should be the the what happens to be during pregnancy book that should be written.   It is common.  It is due to hormonal changes.  It will get better.  Try conservative hair styles with out a lot of twists and ties.  Use good scalp care.  Breast feed and avoid medications.    Gather up the hair and store it for a time when you have a mother daughter talk about sacrifice and love.

Hair loss ?'s: Multivitamins of any general type will not diagnose or treat the cause for your hair loss.  This may be due to thyroid abnormalities, so see your OB physician for testing and an exam.
