Gum disease: Swollen gums often indicate gingivitis.  However, with good, regular dental care, you're gums should become healthy and stop bleeding so easily and stop being swollen. Floss daily, brush after meals, consider a water pik, and see your dentist regularly. If you follow this and still have problems, talk with your dentist about other considerations.

my 17month old son has red swollen gums and its not like when he is teething,also has white  pinple like spots  on lower lip nd tongue. how can i help him??

Evaluation: You can help him by having him evaluated by a Dentist, preferably a children's dental specialist, a Pedodontist. The pPedodoontist can evaluate the lesions, determine their cause, and provide the appropriate treatment. Anything else would be just guesswork. ALL children should  have their 1st dental check-up no later than their 1st birthday, so no, it's not too soon.

Proper Technique: If you are snapping the floss downward between your teeth, you may be irritating the gum tissue or even pushing debris and bacteria into the sulcus. A gentle sawing motion to pass the floss through the contact, then pull the floss outward. When was your last professional cleaning? If more than six months ago, its time to call for an appointment.

Red gums: There are several reasons for red gums on the front teeth
maybe he is a mouth breather instead of just breathing through his nose this irritates the front gums
otherwise he may not be cleaning the area well and the tissues are starting to break down
have him see a periodontist to evaluate him.

Have them checked: Newborn teeth can range from very loose to firmly implanted in the gum.  If they are loose, there is some risk that they could end up falling out & being inhaled into the lungs creating a big problem. If firm but red & swollen, there is likely some issue with the gum your doc or a pediatric dentist should assess.

Call your dentist: Erupting wisdom teeth can cause pain and can be associated with gum soreness.  Based on your description of your symptoms, I would suggest that you call your dentist for an appointment as soon as possible.  The swelling could be an indication of an infection.

Abrasion : It could be an abrasion from either a new sharp bristled tooth brush or using a highly  abrasive tooth past.Agressive brushing also add to that.
