can i use ponds cold cream for perioral dermatitis? or what should i use to wash and moisturize?

Depends: Perioral dermatitis can be allergic, infectious, fungal, or just irritative.  The treatment, therefore, depends on the cause.  Cracked, dry lips (especially at the angles) can often be helped with vaseline alone.  Allergic or irritative can usually be treated with a short course of steroid cream.  If red, blistered, draining, or crusting, you should see a doctor for recommendations.

if i have rosacea or perioral dermatitis, haven't been diagnosed, my doctor has given me fucibet cream to use for 7-10 days, but then it comes back...

Rosacea and steroids: Steroids like those in fucibet can make rosacea significantly worse. When you apply a steroid cream to the skin, it constricts blood vessels for several hours making rosacea appear better temporarily. Over time these blood vessels dilate even more with topical steroids. Also steroids increase numbers of demodex mites in hair follicles also worsening rosacea.

More time. : Be patient with your treatment regimen. It’s just too soon for any real improvement to be realized. Give it at least a few weeks.

Perioral dermatitis : I would recommend oral antibiotics like doxycycline for perioral dermatitis.  The condition usuallly resolves with treatment.  Be aware of mouth irritants that could be causing the problem like new toothpaste, mouthwash, lipstick or foundation.

Depends: Do you know why you have dermatitis. If could be allergy, but it could also be nutritional deficiency. Try taking multivitamins for at least a couple of weeks to see if that relieves the symptoms.
Have a healthy diet, exercise 30 minutes/day, drink plenty of water, have safe sex, no tobacco alcohol weed or street drugs. For nutrition: http://www.choosemyplate.gov/.

can metrogel (0.75%) and clotrimazole (together) cure perioral dermatitis? mild case, cleared up in 4 weeks, but keeps coming back (whilst on creams)

Perioral acne: stop using the antifungal/steroid combination
 unless you have seborrheac dermatitis it may cause the perioral acne to recur. Just use the metrogel alone and see if it clears up. Some cases need oral antibiotics. followup with your dr if it doesnt clear up.

Need to examine : It is not feasible to provide a  full option without examining you. You may try over the counter multivitamins, in case it is due to nutritional deficiency. If that doesn't help, it would be prudent to see a dermatologist.

Dermatitis: If you have been on treatment for 2 wks without an effect either the diagnosis or the treatment is incorrect. See a dermatologist. Hope this clears up soon.

: Using topical steroid can trigger perioral dermatitis, especially to the area close to the perioral area such as the nose in your case. Nasal or inhaled corticosteroids are also implicated.
