Yes: Absolutely.  The term "shin splints" refers to pain coming from the orgin of the anterior tibial tendon off of the tibia.  It is usually caused and/or aggravated by repetitive dorsiflexion of the foot as in someone running up a hill.  Driving involves repetitive dorsiflexion of the foot and can definitely cause shin splints.  Thank you.

Footwear: Look into really changing up footwear and cross training. Try a good sports massage therapist and or acupuncture. It will take 3-6 sessions spaced weekly or bi weekly. Sometimes the root problem isn't where you are hurting. It could be the back of your calf, footwear/strike, glutes or core muscles etc.

Nothing Fast Avail: Ice may decrease blood supply to the bone causing more pain. Shin Splints do not go away fast.  You will feel improvement in them by decreasing any physical activity you may be doing to improve the pain from them.  But they can take up to 4-6 weeks to improve. Exam: This is usually determined based on exam and further testing.  Stress fracture usually has a small area of pain called point tenderness.  Shin splints are over a wider area of the shin.  You can also have an area of point tenderness within a wide area of shin splints.  MRI or bone scan is usually used to make the diagnosis and determine if your pain is from shin splints or stress fracture.
