It is unusual to find bites to the scalp. The sensation of crawling in hair is rare for bedbugs but very common for head lice. Nits (eggs) are tiny, easy to miss. Head lice are easily treated. Bed bug bites may : Cause no sxs or signs. When there is a reaction, it may not show until several days after the bed bug has bitten. It can cause pink, swollen, itchy skin lesions. What can be telltale is when there is a linear track of lesions from sequential feedings – but that does not always occur. Little bugs.: This can be very frustration, and I certainly feel for your distress. Have you tried prescription medication and have you seen your physician?  If you manage to find one or many of these insects, please capture them put them in a bag and deliver them to your physician.

Yes: More severe dry skin is also called eczema. Stay well hydrated, moisturize your skin daily, and take cool (instead of hot) showers. Yes, you can have dry skin and oily hair.

Hives?: You could be breaking out in hives from food, or by coming into contact with a foreign substance.

Allergy?: You're right, it's not bed bugs. You could be allergic to your pillowcase or the detergent or fabric softener you use to wash it.  Try changing all of those. If that doesn't work, see a dermatologist or allergist; either will take a careful history and figure out what is going on.

Most hostels are pretty careful about keeping mattresses clean, but the possibility exists. Pubic lice are usually transmitted by skin-to-skin contact, so in hostels (as anywhere else), be careful whom you sleep with.
