Unclear question: Age does affect colon function and bowel habits, with or without IBS. It is good that you are under medical care and have had screening examination done for polyps.

i have recurring precancerous polyps in my colon that are removed every two years.  is there anyway to stop this? would radiation help in this stage?

Yes/no: There are studies suggesting that daily Aspirin reduces the risk of polyps and colorectal cancer.  Remember, though, that Aspirin has side effects so discuss it with your doc before starting.  Healthy eating and exercise may reduce the risk of getting cancer as well. Finally, you may need to see a specialist in cancer genetics to see if you need genetic testing and/or other risk reduction...

Yes it is possible: Pediatric patients can have cancer in the rectum or distal colon but usually it is different from the adult cancers in histology. 

This is a subject best referred to a pediatric oncologist and pediatric oncosurgeon and pediatric gastroenterologist for further guidance.

Not known: It is good that you had colonoscopy and had the polyps removed. We do not know the exact cause of polyps. It is likely a combination of genetics, diet and environment.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Lynch syndrome: A majority of folks who will get colon cancer have some benign polyps first. Someone carrying of of the lynch family of mutations is likely to get colon cancer out of the blue, with no preceding polyp. You're still smart to get 'scoped every so often, and people known to the lynch's get scoped perhaps yearly.

Get seen: You don't list your family history in regards to colon cancer or his age at diagnosis, but rectal bleeding is never normal, particularly with a history of cancer in your brother.  Recommend seeing your family physician with consideration for GI evaluation.

GI bleed: Black loose stool much more concerning for an upper GI bleed.  if you had a good quality colonoscopy 2 years ago, colon cancer is fairly unlikely (unless you have known genetic mutations/ aggressive polyps etc) - but you do need to get checked out for upper GI tract bleeding ASAP. make an appt with your PCP/GI today/tomorrow and get your CBC checked.  lay off of ASA and NSAIDS.
