Nasal saline: Liberal use of nasal saline wash or spray can help an infant thin out their nasal secretions & increase the effective size of their airway. Suction may or may not retrieve the excess & it's ok if it drains into the stomach. It can be used as often as needed.Also make an attempt to remove any aggravating odors or fumes from babies space. Smoke or perfumes can be hard on baby.

Cough: it is always hard to know when to take your baby to the doctor.  If he is eating, drinking, pooping, peeing and acting otherwise well and having no fever then I would say no.  If he has any trouble  breathing, the cough becomes worse, he gets a fever, he becomes lethargic, dehydrated or you are just too worried then get him seen. Worried Mommas are always right.

Nasal saline: A few drops of nasal saline in each nostril followed by bulb suctioning can help nasal congestion in babies. The nasal saline helps to shrink the swollen tissue in the nose. I would do this as needed for congestion up to four times a day. If your baby is having breathing problems or fever, then consult your doctor immediately.

Nose breathers: Most babies are born as obligate nose breathers- meaning they automatically breathe through their nose.  Their nasal passages are very small, so often any congestion in the nose make the breathing sound more turbulent.   This often gives the parent the feeling that their infants nose is perpetually stuffy.  Using saline drops and bulb suctioning and a humidifier might help if the symptoms persist.

Cold symptoms: Sounds like a touch of a cold. Use a humidifier, when you shower have someone sit in the bathroom with the baby. Use saline drops in nose if the congestion is interfering with the baby's ability to feed. Put a couple of drops of saline in, and then if doesn't sneeze them out, use your bulb suction to clear out mucous. Avoid irritants such as smoke.

Varies: Could be as long as several weeks.  Things to look for that would warrant more urgent need to be seen would be gasping for breath, or unable to suck on pacifier/bottle/breast.  Of course if they start acting in a manner concerning to you, a visit to their doctor would be warranted.

M.D. visit/nasalbulb: A one month old may have congestion that is related to a cold or without any underlying infection. If there is reflux of stomach contents and milk, it may also cause a congested nose. Gently removing any mucus with a suction bulb and nasal saline, may help. Infants breathe through their noses.
If there is breathing difficulty or it is related to an infection, please see your doctor.
