Old quinine elixir: Grove's Chill Tonic was a drink developed by Wiley Grove, to mask the taste of quinine in the late 1800's.  It was tremendously popular and was used to prevent malaria. The Bristol-Myer company bought the original company and continued to make it for a time, but stopped at some point. There are other forms of quinine available.  See

Varies: I presume you mean you are high strung and want to be able to relax more.  The family of medications best for this are the ssri.  The most recent are Lexapro and viibryd (vilazodone hydrochloride) and are safe and effective for long term use.

See below: Your body will chill when your core temperature drops and the thermoregulatory center in the hypothalamus in your brain detects this and directs your body to shiver in order to raise your core temperature.  Also, when you get an infection pyrogenic antigens from the infecting organism and cytokines from immune cells can cause the hypothalamus to send out these same signals to the body to chill.

That said, 911 is NOT a taxi service for taking mildly ill people to the doctor. A regular taxi provides that service.

Anything else: May be you are having chills (shivering) that is common in the beginning of an infection such as flu, tonsillitis, otitis, pneumonia. If you have no other symptoms except for unpleasant sensation of coldness in your back and thighs and if it's been going on for a while, maybe you need to be checked for anemia, thyroid dysfunction. Maybe a good warm bath and some rubbing will suffice!
