Yes, some at the ---: Lower end of the neck, is very prominent bump, in a thin, skinny person. Its called the vertebra prominens (7th cervical vertebra). Seen easily in young growing kids or in adults who are rather skinny.
Have it seen by your pcp, if its something you recently developed.

Should have it checked: If it is right under the skin or slightly deeper you should have it checked by a physician.  It may get infected or grow larger in the future and become a bigger problem

Need more info: its near impossible to diagnose what you have without a proper examination X-rays, and possibly a CT or MRI of the spine. This sounds traumatic, but the severity of the trauma to the vertebrae, discs, and spinal cord cannot be evaluated without more information. Go see an ortho-spine doc ASAP

Get it checked: It could be normal anatomy that you have not noticed previously.  This is common among adolescents and teenagers as their body is developing from childhood to adulthood.  However, not having the advantage of being able to see and feel this bump it is very difficult to judge.  It could also be a mild congenital anomaly that has become noticeable. You could have a doctor evaluation this, to be sure.

since i was a teen ive had a small hump/bump (in the spine) at the base of my neck. i now believe that to be a dowagers hump. are strengthening exercises enough to help reduce it?

Maybe/not: What you describe sounds like a prominent spinous process (outgrowth) of your backbone at that location.It is to these outward projections that the back muscles are anchored. Nothing you do is likely to make it go away. You can bring it up with your doc at your next encounter.
