Probably not: With age, we lose good fat that lies just under the skin (subcutaneous fat) makes skin appear more supple & 'pads' other structures like bones, tendons, & vessels. Make sure diet's healthy, w protein & healthy fat. Staying well hydrated & moisturizing skin can help. Avoid tobacco, excessive alcohol & sun exposure, steroids. Check thyroid. Appreciate the experience & character your hands reflect!

Bulging veins in left hand.: Seems that you have venous drainage obstruction. Any history of injury?, unusual position for long time, such as with computers,  etc.
You need a Dr. have a good examination, venous ultrasound/Doppler, or even better, have a contrast venogram and asses at what level is the occlusion, a non functional valve, or other condition.  The examination should extend from the axilla to the end of the affect

Pain aling  the left: Pain and numbness in the left hand, and usually felt in the entire arm and shoulder as well, could be the result of a myocardial infarction (heart attack).

Shortness of breath, pain into the throat, deep pain or pressure sensation underneath the breastbone, accompanied by pain in the hand and arm should be determined by a physician if the heart is the cause.

? Blood Clot: You need a detailed examination from a hand and upper extremity specialist. Bulging veins may signify poor venous drainage from your hand, and this could be due to a variety of reasons, including blood clots, thoracic outlet syndrome  - to name two.

Blockage in vein?: you should talk to your doctor about having an ultrasound to see if you have a venous thrombosis or blockage in the vein

Vein: Veins dilate in association with fluid status. The size of a vein will change in relation to total body fluid, activity of extremity or position of extremity. Pressure on proximal part of vein.  As long as the vein does not stay distended should not worry.  However if red, tender and firm get checked.

Common spot for OA: The basal thumb joint is a common spot for osteoarthritis of the hand.  At age 30, you are young for that diagnosis, but osteoarthritis is a common problem at that location.

Concerned: I would be worried about a bloodclot on the affected side. If both sides affected then look for pelvic problem. Not normal for large bulging veins in 12 yo. Have evaluation by specialist.

Usually: Born that way. Quite frequent presentation. 
Certainly, body builders, weight lifters can develop veins on the forehead, i suppose. Maybe a trumpetist  as well...
