Pigment content : Skin and mucosy membraines like gums color depend on number of pigment cells containing melanin. Large amount of melanin makes skin and mucosy membranes darker.

Stop smoking: Brown discoloration to the teeth around the gum line can be caused from staining by smoking and consumption of carbonated beverages, tea and coffee. Medications you are taking and some food can cause tooth stains as well.
Stop smoking. Get a dental check and thorough cleaning. Any areas that look concerning can be biopsied.

Discoloration: May be as innocuous as an area of pigmentation or as serious as a lesion.  Please have area examined by your General Dentist or by a gum/bone specialist, a Periodontist, for a definitive answer.

Seek treatment: This discoloration is most likely tooth decay and is most likely into the pulp or nerve of the tooth.  Make an appointment with a dentist for an x-ray and appropriate treatment.  Which may include root canal therapy and crown or extraction.  If the decay is not in the nerve it may require a large filling or crown.  This can lead to infection so treat as soon as possible.

Yes: Sounds like a cervical cavity, at a minimum stained enamel or cementum. Could even be calculus. Impossible to tell without visualization, that's why it's important you call your dentist for an appointment.

i noticed a small light brown spot on my gum, just below my bottom tooth. what could it be? it is not inflamed, nor does it hurt i brush and use mouthwash regularly and have never had any dental problems.

It : It may not be anything, but it's best you have it checked by an oral surgeon.

No pain or inflammation is not a reason to leave it alone. Cannot do a differential diagnosis of a lesion, sight unseen, over the internet.

Rashes: You may have a viral illness but in view of your sore throat, i would see your doctor for a throat culture to rule out scarlet fever.
