Lets review your que: Your bone is still remodeling--I would wear tennis shoes or slip one. Cute sandals are also an option.

Possible: A fracture involving the joint is more serious, however will often not require surgery. They will often monitor for proper healing and alignment.

: As long as the pin as not receded into the toe the wire will be easily removed   If the pin has receded into the toe it will be more invoked . I am not sure how you managed to do this.

Neuropathy: Neuropathy is irritation of the nerves.  It is a painful condition that is treated once a clear diagnosis is made as to what is causing it. 
Diabetes can cause neuropathy in the feet. Have you had your HbA1c blood test checked?
Has your Doctor given you a diagnosis of neuropathy?The specialists in this area are called Neurologists. Have you seen one? If not consider an appt.  If yes follow up

6-8 weeks: Toe fractures usually heal in 6-8 weeks where the fracture has bridging bone on x-ray  and the fragments become stable. Swelling may persist for months. Wrist dislocations heal slower because the ligaments are ruptured and may take months to resolve.

Not usually: Usually, local anesthesia is administered to properly numb the area. Injection may be a bit uncomfortable but once toe is numb, you should not feel any pain.

You are: Given local anesthesia so you won't feel the surgery. Afterwards your toe is bandaged. There may be tenderness but usually no pain meds are needed. 
If you have an ingrown toenail it is smart idea to have the procedure.
