Normal: Children often times have very visible veins on their face usually because their skin is fair and the blue veins are easily seen.  As they grow and the skin changes these veins should become less obvious and prominent.  This appears to be a normal variant.

Yes: Hi! Yes, the hormones of your pre-period cause your body to prepare for pregnancy. You can have several of the same symptoms of pregnancy prior to a cycle, though they are usually milder. If you don't have your usual cycle, however, do check for pregnancy. IUD's don't prevent pregnancy 100%.

Normal finding: I am amazed about how often I have women ask me about the veins on their breast.  Occasionally they are spider veins but mostly they are blue veins.  These are almost always normal findings and normal variations of chest veins.  They tend to be more pronounced in fair skinned females and they may be related to hereditary factors, levels of hydration and even temperature changes.

Likely normal: The penis is a very vascular organ (lots of veins), so this likely is normal; however, if you are experiencing any pain, hard nodules over the veins, any major changes in the number or color of the veins, or anything else concerning, it would be worth having a physician take a look. Middle age problem: Get plenty of exercise, eat well, get plenty of rest, avoid multiple hours in front of computer, avoid smoking or smoke filled rooms, avoid too much sun exposure. Sometimes even following all these guidelines thin skin can reveal underlying veins.  If these are normal veins they will be hard to remove. If they are spider veins then laser treatment may be available. A photo would be helpful.

Time of year: You notice more prominent veins now.  It could be the time of year.  As the rest of your skin gets more pale you might be noticing more veins.  If you notice more spider veins then most think it is inherited.  For 19 year old female you can ask your parents if they also have spider veins.  These can be treated.
