Liposuction : Liposuction works better on thinner people. Of course, you still need to have enough fat in the areas of concern for liposuction to have an effect. Stubborn, disproportionate areas of fat in someone close to their ideal weight are ideal for the procedure. There is lower risk of gaining weight after liposuction which can negatively affect your results.

Liposuction has the ability to selectively remove fat deposits exactly from the areas where we want it removed. This is different than weight loss, where the fat goes away following your genetic road map.

Excellent: Pal (power assisted liposuction) has a proven track record.  I use it routinely.  It doesn't cause any tissue burns, like ultrasonic or laser-assisted lipo can, and you can get the fat out smoothly.
But remember, the key to liposuction is not the choice of the right gadget, but the choice of the right surgeon.

Liposuction is Safe: Often liposuction is performed under local anesthesia so it is very safe.  Cleanliness is important to avoid infection.
Doc needs to be well trained, so look into their background.  Also helps to see a few docs before you do it.
Liposuction takes away bulges but does not lead to weight loss.  Gaining weight after liposuciton will cause irregularities and unevenness.  So keep your weight stable.

What do you mean?: If the "stiffness" is firmness under the skin where you had liposuction, it depends upon type (laser?).   Usually the firmness is actually induration from the normal healing response.  This can last for 8-12 weeks.  If you had laser it will last up to 6 months.

Liposuction cost: A general idea of liposuction cost is $1500 per area for the surgeons's fee. Each area takes approximated 1-2 hours of or time. The or /anesth component cost associated with lipo is usually calculated by the hour.  A very rough idea for total or cost is $750/hour.

Costs do vary dramatically per geographic region. However, the above should give you a very general idea.

No, not unless...: Not unless one already has well-developed abdominal musculature.  If a person doesn't have much in the way of abdominal musculature (hasn't been working out and building those muscles), sucking out fat is not going to increase muscle size.

Big difference!: I had to read about this one. Lipozap combines several different non- invasive fat reduction techniques followed by injection of fat melters aka mesotherapy. It's safety and effectiveness are not well described but there are numerous complaints on the internet and i would advise caution prior to proceeding with this therapy. Liposuction is the removal of fat using suction.

No: Unlikely to improve , you have to see your doctor to find out what is cause of  your problems , by clinical examination and various tests. Loose your excess weight in healthy way , by balanced diet  limiting the calories , and  by regular exercises , then you are going to  feel well and this may improve what you are seeking .
