Virtually none.: Baking is found in many natural toothpastes. It can be used as an effective teeth cleanser, particularly  when used with dilute peroxide.
However you must wash your mouth with water afterwards to avoid getting a good dose of sodium!

Waste of time: Baking soda will not whiten your teeth, it will only help remove superficial stains. Overuse can wear away your enamel. You'll have to use whitening products that are formulated for this purpose, either purchased otc at your pharmacy or applied professionally by your dentist..

Different things: Baking soda and baking powder are different.  Baking powder  is only about one third baking soda and two thirds other chemicals.
There are more effective ways to lighten teeth than this. Your dentist can do this for you.  Or over the counter white strips will work.

Hydrogen peroxide: Baking powder will not help; baking soda can help remove surface stains but does not whiten the teeth.  Hydrogen peroxide whitens the teeth (may be mixed with baking soda to form a paste).

You can use: baking powder or over the counter tooth paste. However, they are not so effective and/or stable. OTC bleach and whitening tooth paste could be used as a supplement only. A professional teeth whitening without laser, followed by home whitening system with custom trays for the long term effect. You will be very happy with the results.

It can clean them: If your teeth are discolored primarily because of extrinsic stain, like coffee, tea, or smoking, baking soda is an effective dentifrice and will make them look whiter. If the teeth are intrinsically dark or yellow, cleaning won't change that but tooth bleaching may be helpful. For most people it is a combination of both issues so cleaning and bleaching together can often be effective.

Don't use it: Straight baking soda might be more abrasive for your teeth than you think.  How does it get teeth white, by actually abrading away tooth structure.  Too much abrasion and you have many other types of problems.
