Depends: You should have him seen by a neurosurgeon. He may need a surgical procedure. There are a few surgeries possible. It depends on the size and exact location of the cyst in the posterior fossa and what it is pushing against (most likely the brain stem ) . The neurosurgeon can best advise you as to whether or not surgery is necessary. Difficult to answer without seeing scans.

Don't be scared: An arachnoid cyst is something that you were born with and it's location is very far removed and completely unrelated  to your nosebleeds.

See specialist soon: I am hesitant to answer here for your husband for privacy reasons. But I will provide general comments. 
1. Above symptoms happen from the arahnoid cyst with dilation of ventricles (inner chambers inside brain). There may be other reasons as well. 
2. I would go see a neurosurgeon or neurologist very soon. Or go to ER for getting admitted to the hospital, so these problems can be addressed sooner.

Arachnoid cysts: These are congenital abnormalities often discovered incidentally and nothing need be done unless creating symptoms in which case discuss with a neurosurgeon. Sinusitis can be easily managed if it is acute, but radiologic changes can occur due to old inactive disease. She needs to see her doctor and discuss these things. Why was this imaging study done to begin with?

Unlikely: These cysts are generally not symptomatic as they are often present for decades.  Occasionally they can lead to bleeding around the brain, which often leads to severe acue symptoms (severe headache or stoke like symptoms).

Need evaluation: You have a complicated presentation.  You need to see a neurologist who can look at your imaging films to determine if has anything to do with your symptoms.  It may be that you have coexisting conditions.

Arachnoid cysts: Arachnoid cysts rarely cause problems. Posterior fossa arachnoid cysts may have headaches and vertigo ascribed to them but it is likely that other problems such as arthritis in the neck or inner ear pathology are the actual cause. Most arachnoid cysts are observed. Creating windows in the cysts to drain to other cerebrospinal fluid pathways or placing a shunt is performed for symptomatic cysts.

Likely congenital: Typically found coincidentally when images obtained for very different purpose. Almost always present from birth, but on rare occasions can expand, but usually without mass effect.  May be of value periodically to repeat scans to ascertain absence of issues.

Most asymptomatic: Arachnoid cysts occur in about 1 - 2% of the population, with a 2:1 preponderance in males.  Only about 20% become symptomatic, and it is thought that one is born with these cysts.  These cysts vary in size greatly, and again, typically remain asymptomatic throughout life.  Discuss this more with your neurosurgeon whether this requires any additional intervention other than observation.
