If no medical problem, then her shortness is genetic and she can adapt to her height, not let it weigh her down.

More likely is that the amount of bone will increase with little increase in height.

None: Foot massage is fine to do. If one starts foot massage at a young age, say age 10 years... and continues foot massage until age 20 years, one will notice a large amount of height growth between age 10 and age 20. Of course, it is not due to the foot massages.

Growth: At age 20 it is extremely rare to respond to treatment for short stature unless there is delayed bone age by many years that allows growth hormone treatment to be effective.

Light weights: Wouldn't be bad, but use light weights - only a couple of pounds on each ankle.  And use well controlled slow movements - don't jerk the weights up quickly as you'll potentially hurt your knees.

Toe raises: Do a series of toe raises with weight across your shoulder or use a resistive machine.

Don't see a problem: I don't see any problem with simple ankle weights with or without scoliosis. It would be the same if you had legs with increased muscle mass. I don't see how it would effect the stability or functions of the back in any way.
