No: There is not a way to increase your height from what it is predetermined genetically to be. You can not be "stretched".

No: Any minor increase in length you may have by hanging , with or without leg weights, disappears when you stand up. The ligaments between your spinal vertebrae and postural change during the event may stretch a few millimeters, giving a transient increase in length that can only be maintained while you remain hanging. Gravity and your genetic endowment decide your height.
