: You misunderstand herpes symptoms. Herpes LESIONS (blisters, sores, etc) can itch or tingle, or on some occasional tingling can occur for a day or two before an outbreak starts. But continuing itching or tingling of the penis is NEVER due to herpes. And genital herpes does not cause the sort of rash or bumps you describe. There are many causes other than herpes:  see a dermatologist.

There is a chance they are warts but not likely at your age.

If the rash is in any way panful or the white spots spread please find a way to get to a school nurse or a clinic where you can privately have this evaluated at. Your pediatrician is also likely to know what to do.

What's the question: Sounds like a continuation of the poison oak which can last for weeks unless interrupted by treatment with steroids.  If you have a yeast infection on top of this it might be a little concerning with regards to your immune status, but if it remains localized may just be due to the exposed areas of contact dermatitis.
