It won't work: I'm really sorry that the person's acne was neglected in the first place. He/she is setting up for even more disappointment. The choices are to keep the scars -- as some Hollywood leads have done to look "touch" -- or get with a plastic surgeon or dermatologist equipped to deal with these.

Need to examine: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. You may have unreasonable expectation of retinol. Why are you taking nicainamide?  It would be prudent to see a doctor.

There : There are several treatments to help improve acne scars. One common treatment used to improve the appearance of these acne scars is to do skin resurfacing. Resurfacing involves removing the outer layers of skin cell and then allowing new skin cells to reline the area giving a more smooth appearance.

Ice pick scars have a relatively narrow base but are deep making it difficult to remove the surrounding skin cells deep enough to fully improve the scar. In my experience what works best in these situations is to directly excise the ice pick scars (as if you were removing a mole, for example). I usually allow these excision sites to heal and then perform a second stage resurfacing procedure to the affected areas of the face, though (since you were looking for a fast treatment) you don't necessarily have to do a second stage if you are happy with the improvement from the initial excision.

Acne scars: Old acne scars which have been inflamed will eventually return to normal skin tone providing they don't get aggravated by picking or irritating facial products (they will generally turn red, then brown prior to fading to normal color and this can take weeks).  Minimize new pimples from developing by using hypoallergenic washes and moisturizers, benzoyl peroxide, and staying well hydrated.
