In brief: Can help

Atarax (hydroxyzine, also sold as vistiril) is a sedating antihistamine.
In addition to relieving anxiety, it can also help allergic itching, nausea, & motion sickness. It is non-addictive but can cause drowsiness & other (mostly minor) side-effects. See: http://www.Ncbi.Nlm.Nih.Gov/pubmedhealth/pmh0000796/.

While its sedating effects might help anixety, panic attacks are different and unlikely to benefit from antihistamines. In fact, the side effects of them might mimick panic symptoms like dry mouth, dizziness and trigger panic.

Dr. Liebowitz is quite right. "Anxiety attacks" doesn't tell us whether the question is about anxiety, or about panic attacks, which to a psychiatrist are two different things.
