Yes: Yes it is not abnormal for labia minora to show. Although, if they are swollen or red then you might want to see if you have an infection or not like yeast etc.

Yes : Yes, it is normal for labia minora to be visible “past” the labia majora tissue. If the labia minora becomes enlarged to the point where it causes functional problems ( discomfort with certain clothing, bicycle riding, horseback riding, sexual activity) or aesthetically displeasing, labia minora reduction surgery may be indicated.

Grooming may may the labia minora subject to more trauma from friction agains clothing or with activity. This may cause the free edge to become darker and thicker.
