Yes: Breast size depends to nutritional status so in theory some improvement should be visible.Still hard to say to which extend.

She needs help: Just forget about her breasts, your sister had very serious psychological problem , anorexia nervosa some times is life threatening , some may not come out of it , needs professional help , need intense aggressive treatment by professionals, some medical centers has special programs please enter her right away.When recovers she will be fine.
