When the penis withdraws from the condom, but the condom stays in place in the vagina, HIV protection is complete. And your do not suggest HIV. (If his other partner is a male with whom he had unprotected anal sex, then perhaps he is at risk for HIV. Otherwise almost certainly not. HIV remains really, really rare in females in the US.)
