By far the main cause of penile "blisters" is herpes. It could be recurrence of an infection acquired many years previously, without recent sex. Can't say more based only on this description; you should be examined ASAP by a provider with experience in sexual health and herpes. Your nearest NHS GUM clinic would be an excellent option. STI means sexually transmitted and you had no sex.could be irrtaion- insect bite etc . If not better pl see your doc
