After massaging a woman's genitals, i used disinfectant on my hands. i noticed it made the one of my fingers by the cuticle sting slightly, as if it was open. the skin did not appear to be broken and i was not bleeding. am i at risk for std/hiv?

No STDs are transmitted by fingering or other kinds of hand-genital contact. You are at zero risk on account of this event. (The disinfectant probably made no difference -- there would have been no risk without it. But it did no harm.) All is well, no worries.
