My husband had afoot of colon removed a week ago with reconnection to anus is black liquid stools normal?

Some residual bleeding ("black" stools reflect oxidized blood) from the site where the remaining descending colon is re-attached to the rectal portion of the colon is not uncommon, but check with the colorectal surgeon who performed the surgery, who may require other testing.
