Can i use cerave moisturizing lotion on vulva? (labia majora, labia minora) i have noticed that it is kinda leathery there, and i dont really want to use steroids creams again?

That moisturizer can be used on the skin surface of the labia majora, not the mucosal surface of the labia. You should buy vaginal moisturizer products such as Replens Long-Lasting Vaginal Moisturizer or AH! YES VM Vaginal Moisturizing Gel, etc.
