Skin contact above a condom is common, with no risk for HIV. There must have millions of such occurrences in the presence of shaving nicks etc, and still no known HIV transmissions. However, if your partner for sure has HIV and is not on effective anti-HIV treatment, you need to be tested and maybe even consider PEP. If s/he IS on effective Rx, there would be no risk even with unprotected sex.

It would take longer than two weeks for symptoms to be evident. Any open sore that comes in contact with an HIV positive person during sex is a high risk situation Blood to blood or blood to semen is a carrier of the virus. Get tested in next 10 -15 days, it takes 4-6 weeks for a positive and sometimes up to 3 months. Be very careful in future.

Less likely HIV infection with the described scenario but it can't be ruled out entirely. It is too late for PrEP but HIV viral load test can be done for the diagnosis. If not, you could have a 4th generation HIV test after 45th day of exposure to rule it out. The approximate time to positive after exposure is 15-20 days with 4th generation HIV test but a negative after 45 days is more definitive.
