I took proctor-med hc 2.5% cream for my hemorrhoids. after 5 days i discontinued because it was giving me bad side effects were it was numbing/ tingling/ echo pain in the head of my penis from top to bottom. its been three days & it still lingers?

If the symptoms you are having are improving every day, then give it a little more time to completely resolve. If the symptoms are not getting better, or if they do not completely resolve in a few more days, then see your doctor to be certain that something else besides the cream are causing your symptoms. Hemorrhoids or the treatment (2.5% Hydrocortisone cream) shouldn't cause these penile symptoms. Other infections like Candida (yeast, thrush), local bacterial infections or viral infections, such as genital herpes can certainly affect both sites. If there is a possibility of Venereal disease, that should be considered too. If your symptoms do not rapidly improve it would be wise to reassess.

Very low risk: From topical steroids. If there is a family history of glaucoma or if any known steroid response then have your eye pressure screened with an eyemd.
