Leave it alone. The more you mess with it, the longer it is likely to take to return to normal. It is not unusual for trauma induced pigmentation to take years to fade away. For healthy diet: http://www.choosemyplate.gov/., exercise 30 minutes/day, drink enough water daily so your urine is mostly colorless, have safe sex, no tobacco alcohol weed or street drugs. Get HPV and Covid vaccines.

Meatus of penis is bigger, maybe from rough masturbation. Used to be small slit, but is now open like lips. Urine flows inconsistent too, sprays sometimes and leaks after. Will urethra heal/go back to original size? Could it be scar tissue/blockage?

You need to be examined by a UROLOGIST, you have too many problems to solve by yourself.

SCARS: The scars can be lightened with laser tx by a dermatologist. The foreskin replacement is another issue and difficult to replace as an adult.

I was circumcised last year for a tight foreskin and yeast infections. Not all the skin was removed. It covers my corona when flaccid and there is a wad of scar tissue on the underside of my penis. Do I need a revision?
Dr. Hunter Handsfield

Probably no need: From your description, I don't see any obvious need for revision. But check back with the doctor who did the procedures.
