Shaving: Shaving can sometimes irritate the base of the hair, or the follicle and cause swelling, redness and itching. Keeping the area clean and dry along with refraining from shaving for about a week will allow the hair to grow through and the irritation improves. If you begin to have pain or a discolored discharge from the bumps, you should see your doctor for a closer look.
