Need more info: The skin of the scrotum needs to stretch and shrivel more than other skin so is never evenly colored, particularly if it gets any sun. This may be a normal variation but without more details we cant tell. The most likely abnormal condition in a 19 year old male would be a fungal infection which can be treated with the same antifungals used for athletes foot. If you're sexually active get checked.
