Probably normal: The research is not clear cut http://www.huffingtonpost.com/brian-earp/does-circumcision-reduce-_b_9743242.html Does seem that the foreskin is the more sensitive spot but it's not clear whether circumcised men have less sensitivity. If it isn't interfering significantly with sexual function/pleasure then unlikely to be a problem. May if are having difficulties wish to consult further with GP.
