Suggest consult : Hard to say. Could be just the last bit of ejaculate coming out if only occurring after sex. However may need to consider infection (not just sexually transmitted but also non sexually transmitted). Best to consult a doctor for examination and tests

Puzzling...: Almost all discharge from the penis is urethritis due to STDs (chlamydia, gonorrhea, and nongonococcal urethritis or NGU). However, urethritis discharge isn't typically white or "chalk like" and occurs all the time, not only after ejaculation. And it seems obvious you're at very low risk for STD. You'll need to see a doctor about this. See your PCP first, but s/he might refer you to a urologist.
